That's because the number of workspaces is a wm thing where the geometry
is handled by libwnck

I see, thanks for that. One thing is that they do remember the number of
workspaces (9), but not the number of rows (3). I guess the former is
held somewhere else and the latter not.

#310981 is the a somewhat similar issue reported recently.
This bug has been discussed for sure, it's probably rather a gnome-panel bug,

know it's a duplicate? I *already have* looked through the open libwnck
bugs. If you have read my bug report then you will know that I

dunno the number, we don't have the ressource to look for exact number
of the hundred of duplicates opened every week but it shouldn't take you
long to look through the open libwnck bugs there
