Thanks for your bug. On my dapper there is no Permissions item, did you
activate some plugin not activated by default? What component are you using?
What sort of account?

On an IMAP account I setup, under the File menu, there is a Permissions...
option. Selecting it doesn't seem to do anything, no matter what mail folder I
am in or what message I select.

On the first load of Evolution, setup an IMAP account in its account setup
wizard (Server Type: IMAP). After you setup the details for your account and
hit Finish, on the File menu in the main window of the program, there is a
Permissions... option.

Known bug in evolution - this should only be shown when an exchange account is
enabled.
The non-working menu entry can be removed by disabling the Exchange
Operations plugin.
