Thank you for reassigning the bug to gdm. I did not know the difference.
Version of Ubuntu was 9.10 phase 2 with updates.
I am now running phase 2 without updates, and there is no problem.
To make the commands you suggest
-ls -ld /var/lib/gdm
-id gdm
-dpkg -l gdm
