So the original problem should be an update issue linked to PolicyKit1.
The black map issue has been fixed upstream and I'm keeping track of it
as bug 406211 (with an unrelated crash). Thanks for reporting anyways!

I can unlock both now, but selecting a time zone shows a mostly black
map with white dots instead of a map and the selection bar does not
allow for selecting a city.
