Workaround: Add new Contacts using ICQ2GO (on www.icq.com) or using the
ICQ windows client. That way new contacts are saved on the server and
empathy can receive them from there every time it's started.

I confirm that this bug exists in Ubuntu 10.04 with Empathy 2.30.1.
It it also not possible to have an ICQ contact without a group in
Empathy. As soon as you remove it from the group it vanishes.
