Yes, it is. Steps are obvious - just open any ps file in evince and then try to
print to file. When you switch to the Page Setup page, only the only print
setting is active, the others aren't. Screenshot attached.

No particular printer. Evince has a dedicated option printf to file
even if no printer is installed (it doesn't require cups-pdf). I just
click Print to file in Print... list and then there are only 2 tabs
and the second one looks like in attached screenshot.

not confirming the issue there, the gtk version in karmic is supposed to
fix that issue and that works correctly there
