Public bug reported:

Binary package hint: gnome-control-center

The Window Preferences control panel does not have any option to disable
raise-on-click behaviour in Metacity. Instead I have to use gconf-editor
to disable it manually.

Raise-on-click makes focus-follows-mouse mode largely useless; the whole
point of focus-follows-mouse mode is to allow the user to interact with
windows other than the one at the front. Forcing raise-on-click means
that this isn't possible (interacting with the window will cause it to
be raised). It's a major usability issue.
