the behaviour in lucid being different is a choice not a bug, it's
different of what described there in any case, don't reopen random bug
because you think you have a similar issue

Hovering the mouse over the Notification
GP Frello's comment related to the bug in 10.04. the comment still
stands: hovering over the tray icon seems to do nothing, i'm not sure if
it's intended or not, but if it is, that and changing the behavior with
respect to clicking the tray icon deals quite a blow to accessibility
imo.

In 10.04 hovering does never produce any effect. In my opinion it
should.

This still happens but I think only when I have Virtualbox open (not
necessarily on the same workspace). I hope this helps in tracking the
problem down.
