Confirming as a gnome-panel feature request:
http://bugzilla.gnome.org/show_bug.cgi?id=302143. Your locale usually
defines the start of the week but you might want to use a different
value. You might want to try en_US to get english and weeks starting on
monday for the moment

Hmm, I would like my clock to start on monday while using an en_*

The start of the week is defined by your locale, nothing specific to
GNOME. Maybe KDE workaround it but still should be fixed to the locale

Here in the belgian french locale, the week start on monday.
Maybe are you using the nederlandstalig locale ?
could you try to set your locale to fr_BE and see if the problem persist
