This is for the same reason that Ctrl, Alt, or Shift cannot be assigned to an action by themselves. The Windows, or Super key is generally considered a modifier just like the aforementioned Ctrl, Alt, and etc. On the other hand, Windows does manage to use the Win key to open the start menu, while
