I've tried playing this file with totem-gstreamer on Edgy and seeking
works fine here.
Aaron, do you have a chance to test this on Edgy (could be a Live CD)?

Do you have that issue every time on that example or did that happen
only once? Could you get a debug log with GST_DEBUG_NO_COLOR=1
GST_DEBUG=3 totem? If it spots nothing useful you can try GST_DEBUG=5
too

Here is the output from Totem at debug=3.
Every time:
1) open file
2) drag the slider to a point (say, 20 mins)
3) I get a very short (less than a second) bit of sound and then silence while
the time continues to increase, at normal speed, as if the track is playing.
