If you cannot reproduce it like this, it could be that the bug is with

I get the same problem with a new user live CD configuration. I played
around a bit with the keyboard layout but the problem persists. I have a
FujitsuSiemens Amilo laptop, wonder if that keyboard model is not
correctly configured in Ubuntu.

Btw, the reason I think it is a gnome-terminal problem is that KDE's
Konsole recognizes the ENTER key as ^M in all dialogs correctly. But
gnome-terminal does not for some strange reason.
