you have reported two bugs into one. when I tried sending file from
empathy using gtalk the file was sent if the other user was also using
empathy but if the other user was using an other OS gtalk client then
the file was not send.

I chatted with telepathy guys and they say that empathy to empathy and
empathy to pidgin file transfer is supported but not for windows client.
although work is ongoing to support that. Is the other user using
windows?
