The Windows menu contains commands that apply to all of the
application's open windows. Only use a Windows menu in multiple document
interface (MDI) applications.

You may also label this menu Documents, Buffers, or similar according to
the type of document handled by your application.

Given those guidelines, the "Move to New Window" option should be
removed from the "Documents" menu, since it only applies to the active
document. It is properly accessible by right-clicking a tab.
