Posting extra information here as well. When right-clicking on the gnome-panel, then clicking on the Add to Panel..., the Add to Panel dialog appears. It is possible from this dialog to add new stuff into the gnome-panel. However, the User Switcher item in the Add to Panel dialog does not add
