not appear to be a bug report so we are closing it and converting it to

When right-clicking on the gnome-panel, then clicking on the Add to
Panel..., the Add to Panel dialog appears. It is possible from this
dialog to add new stuff into the gnome-panel.
However, the User Switcher item in the Add to Panel dialog does not
add
