Actually, I think that's a duplicate of bug 475974. What happens is that
the first time you open the group settings dialog, the GID is set to 0,
and group creation fails. Just close and launch the dialog

I can confirm this bug. In Ubuntu 9.10 add group using GNOME's users-
admin (Users and Groups).
When a group is added though Users and Groups, it is not actually added.
deleted when exiting
Steps to reproduce:
1) Open users-admin (System Administration Users Groups)
2) Unlock the application
