Sorry for previous comments, they are not full. I've noticed that this
doesn't depend on whether laptop started with ac or battery plugged.
This happens every second time (start/reboot).

I start Ubuntu either with ac or batter plugged in, everything is
working. Then I reboot and it doesn't function. Then I reboot again and
both buttons and power events are working again.

That's strange behavior. Looks like Ubuntu remembers state and doesn't
clean it. If you need some additional information, I'll be glad to
provide it as this is very annoying bug and I need power manager working
correctly (production laptop).

Anyway I have drive image backup of pre-upgrade state and will rollback
if problem isn't solved.
