I used to have this bug in Debian unstable, but since I upgraded to Edgy
this bug is gone on my system.
I'm using epiphany-browser package 2.16.1-0ubuntu2.

Ok, here's how I could reproduce it:
1. Create an HTML document containing the following:
a href=# target=_blankbilingual!/a
2. Save it.
3. Open it in Epiphany.
4. Click on the link.
You'll end up with two windows, each in a different language.
