Affecting me too (ubuntu 10.04)
I'm fairly sure it wasn't happening a month or two ago, so perhaps it is being
triggered by some icon I've added.
After a normal resume the icons are a bit slow in coming up, 5-10
seconds.
However if I suspend, unplug the network cable, then later resume
without
[Expired for gnome-panel (Ubuntu) because there has been no activity for
60 days.]

Just realised that I have 2 zombie gnome-open processes, and the gnome-
panel process is uninterruptible (but using decent amounts of ram, so no
problem there).
