Do you have any errors in .xsession-errors?
The initial issue you were describing is a known problem that is being
looked at upstream. (I should find which bug this is again)
Reassigning to network-manager-applet so we can look at what's going on
to have nm-applet not show in any user.

So far, it reproduces in the sense that I now NEVER see the nm-applet anymore,
even though I have network access and network-manager apparently works (I have
to restart it often at bad reception).
Please tell me where to look for more information than this.
