Binary package hint: gnome-system-tools

Steps:

1. Open users-admin
2. Create a user (e.g. username = test) and click OK.
3. Close the users-admin app and make sure that the user was successfully 
created - either by logging on or using 'su', etc.
4. Reopen users-admin and delete user 'test'.
5. Recreate user 'test' the same way as in step 2.
6. Close the users-admin app and try to log in as test or to do su, it will not 
work.  If you reopen the users-admin app you will not see user 'test'.  You can 
try to recreate the user again but it will not work.

The failure is silent and the user is not notified in any way.  I
believe the reason that it fails is that users-admin calls 'useradd'.
If you try doing 'useradd test' after deleting user 'test' (step 4),
then it will fail saying the group 'test' already exists and that you
have to add the user to the existing group.
