installed it's normal you get a message about it

nope I disagree if the file is required when opening the gdm session
manager and not present in the system : IT IS A BUG ! ; whichever theme
you install gmd should go with a dummy file at least !

the file is not required, gdm uses the standard GNOME theme if the
selected theme is not present. On a standard Ubuntu installation the gdm
Human theme is installed if you remove ubuntu-desktop you are responsive
to making sure you keep packages you need installed
