This isn't a bug in seahorse or the generated pgp-key, you simply forgot
to send the key to a keyserver.

How it went wrong:
- Open seahorse (Password and Encryption Keys)
- go to tab My Personal Keys
- File - New - PGP key
- enter requested full name, email and comment
- no advanced options had been changed
- Enter password twice
- type some random keys while generating the key
- wait till finished

or in seahorse
