Feisty 7.04 on gnome and Beryl. Will start up and look all officious. But there
is no sound. The control bar moves along ignoring this slight hiccup. And the
effects don't work until the mp3 has finished not playing. Then they decide to
show up. And over the firefox window.

I installed alsa-oss and libesd-alsa0 and now it works. Whereas I think
it's installing the latter that fixed the problem. Could anyone tell me
what the difference between esd and esd-alsa is? I previously thought
esd used alsa as it's output no matter what...

the alsa version is meant to be used with alsa and is installed by
default on Ubuntu, marking as rejected, that's not a bug

It might be present in edgy when you install from scratch - but I
upgraded from dapper and it was NOT installed. I had to do this
manually. Therefor IMHO this is a configuration problem - I'd call it a
bug...
