It's unclear how to fix this, since it would need at least decoupling
the decryption from signature verification, which doesn't appear to be
so easy to do with just gpg - I couldn't figure it out. There's still a
bug open upstream though, so my suggestion would be to add as much
debugging
I have now been able verify that this issue still exists in Oneiric.

Note that if a message is signed encrypted /by evolution/ then the message is
decrypted and the icon and message are displayed about the missing public key
to verify the signature.
Yet if the message is signed encrypted /by Thunderbird/ the decryption dialog
is shown and processed yet the
I forgot to mention that this issue does exit for Natty.

This is an issue for Maverick and Lucid which are still being supported. So
I'm reopening this issue.
Due to many issues with Natty's usability changes and my workflow I haven't
tried it there. Yet even if it may be fixed in Natty it should be fixed in
Maverick and Lucid also.
