There is also a solution provided: detecting global menu
(https://wiki.ubuntu.com/MenuBar#detecting) and disabling menu and
settings items
Also related to https://bugs.launchpad.net/ubuntu/+source/appmenu-
gtk/+bug/787465 , in which the show menubar option doesn't work right
when there ISNT a global menubar.

Hi Paul, the Show Menubar is important and should be fixed, instead of
hidden. This is related to bug #728040 (Enable Menu Access Keys was
switched back on without my request).

I did not read bug #868152 thoroughly enough. Now that I understand that
there is (always was?) a separate setting to control the menu access
keys I'm not sure which way you want to go, but I think that it should
be easier to disable menu access keys and it used to be very easy when
Show Menubar
