After recent updates
ii libgtk-3-0 3.1.8-0ubuntu2
and right now received
overlay-scrollbar (0.2.5-0ubuntu1)
Thank you. I'd say it's a little better and the initial truncate is
fixed.
Although, why would it only display one device, I'd expect it displays at least
more than one

not sure about capplet, it's something along the line of control-center
applet, i.e the graphical dialogs in the control-center
upstream is asking if you still get the issue and to try without the
scrollbar patch, I tried on a stock gtk 3.1.8 and it behaves the same
way, I've approximatively
I don't get the initial problem anymore. The output device list is now high
enough to show one device entirely.

capplet is the short form for 'configuration applet' I don't know if it
is still used in gnome 3 though.

Do you mean caplet?
The term is a pun on applet, combining the term with cap which is short for
capability.
