I would have to disagree. Perhaps there were just more important issues
at the time... at present, people have to check their buddy list
everytime someone signs in, it makes much more sense to have this
installed by default.

discuss, seems there has not been discussion at all. Is there a plan B?

discussion, which should be done on an appropriate mailing list or
forum. Could you mail the ubuntu-devel-discuss list with a description
of what gaim-libnotify is doing and why you think it would be useful on
the desktop?
