The launchers are stored to .gnome2/panel2.d/default/launchers. Do you
get the same behaviour if you create the launcher on feisty?

Thank you for your bug. How do you create those launchers? Could you
attach one to the bug? A launcher with gedit --new-document %U works
fine on my feisty desktop

The launchers were created by right clicking on the panel -- Add to
panel -- Custom application Launcher -- then filling in the launcher
name, say albany and the command gkrellm --server alb.u13.net
