Just as a note: If you're running Fallback with 3D effects (compiz),
you'll probably need to hold down the Windows key and Alt to get the
extra options instead of just the Alt key.

the screenshots attached by Dmitry Shachnev are showing the procedure to
add launcher in unity interface in oneric...where as the bug filed was
under gnome fallback mode the simple query was that there is no
option to add desktop shortcuts. can't even drag and drom on desktop in
a netbook
@Myrali: My screenshots are taken from Gnome Fallback mode!
Drag and drop works fine for me, too.

You can right-click the free space on the panel while holding Alt key,
select Add to panel..., and choose Application Launcher or Custom
Application Launcher in the pop-up dialog. Also, you can drag any
application from the menu.
