With regards to my part of the problem, it is basically done.. It was
apparently a conflict with SVN beryl packages. Once I uninstalled them,
the problem disappeared. Gnome-panel still occasionally crashed when
certain windows were open sometimes, but that has since receded with
subsequent upgrades
do you have any error to ~/.xession-errors or on the command line?

Nothing appears to happen.
If I do the above, and then do "Add Panel" > Keyboar
Thank you for your bug. Do you have the gnome-applets package installed?
Could you run /usr/lib/gnome-applets/gnome-keyboard-applet from a
command line and then try to add the applet and note what is printed
then?
