What Sent folder did you configure the account properties? Are you
sure than mails sent are not stored there? You can select the encoding
to use in the edit menu

Something to add: Today I got an email from the campus IT administrator
(who knows nothing about Linux or any other open source) saying that my
email was blocked by the system and that she only allows English and
Japanese languages through. She said she would allow the system to pass
the message
Thank you for your bug. Do you have any error on the command line if you
run evolution from there? Does it happen with an exchange account? Does
it happen also with a normal mail one?

1. Yes, there is a command line error. See below.
2. Does it happen with an exchange account? I may not understand your
question, but: No it doesn't happen when I am logged in to Exchange via
Windows and Outlook, or when logged in to Exchange via Ubuntu and FireFox. I
can send with and without
