You have been subscribed to a public bug: Toggling the text size from Normal to Small then back to Normal in the Univeral Access System Setting causes the System Settings to incorrectly redraw where some of the descriptions of the settings are cut-off
Steps to reproduce: Open System Settings Go to Universal Access In the Seeing tab, switch from Normal to Small and back to Normal Navigate back the System Settings.
