which seemingly cannot be closed, moved, minimized, etc. No other input

Well, this issue is always there using Ubuntu 13.04 nautilus
(3.8.0-31-generic #46-Ubuntu) !
The workaround I proposed earlier works (I don't know why) but the problems

I can confirm using Xubuntu and Evolution 3.6.4 and Evolution-ews after
going through the Mail Account wizard was not seeing any accounts. After
several attempts I then rebooted and all 6-7 accounts from each attempt
appeared.
All working after the reboot, so good to be able to use my work E-mail
I have 1 machine where this occurs 100 % of the time. It's been doing this
since at least when I filed bug on a month ago, probably a week or 2 longer
than that.
Several days ago added a new install to same machine happened to notice it no
longer occurs.
So the diff here seems to be 'upower',

After further analysis I believe the problem is in the integrated video:
nvidia 6150se nforce 430.
This problem occurs both using Ubuntu 13.10 Unity and Ubuntu-gnome 13.10
When I installed nvidia-304 proprietary program it doesn't happen.
So the bottom line is nouveau is the problem area and
