Thanks for reporting, I was just struck by this bug on 17.04.
For a fix which lasts across reboots, run as normal user:
systemctl --user enable obex
This permanently enables OBEX service for your user sessions.

Actually, it works for installing packages from software center (auth dialog
appears), still fails silently sometimes (for example when I try to remove
software source PPA).
I also created a new admin user, by running sudo gnome-control-center ->
Users & Groups.
For that user everything works

almost impossible to find necessary files if you have hundreds of them
for example in camera folder. Have to open standalone Files window, look
for files I need and then find those files by name in Open Files dialog.
