Even after multiple restart the issue was not fixed. Turns out it was affecting every application that involved mouse wheel down. when I pressed ctrl, it would zoom out etc. User level FIX: Weirdly, after I plugged in a USB mouse, and plugged it out. The issue stopped. Yep, just like that. --
