With latest systemd we now get wrong permissions on /var/log when
rsyslog is installed:

It's supposed to be 0775, we install /usr/lib/tmpfiles.d/00rsyslog.conf
for that. As per documentation, the first match should win.

doing anything special in that session, either installing new software or
changing system settings or anything of that kind), the keyboard switched from
Spanish to English and stayed like that even after
it's still happened on rhel/centos-7.0 with:
