For anyone affected in 18.04, I have found in "Settings > Language and
Region > Input Sources > + > ... > Other" the layout "German (dead
tilde)". This fixes my issue, and I wonder if this is the solution
previous posters here were hoping for: the default German layout with
only the tilde key

xubuntu-desktop depends on lightdm-gtk-greeter, and yet while performing
the test case apt wants to pull in unity-greeter instead (see `apt
depends lightdm`). This will install various indicator- packages plus
gnome-control-center.
Explicitly installing the needed package gives the expected
@Eero, ED25519 is supposedly working in Seahorse 3.20 but I still can't
get it to work in Ubuntu 18.04

So a little off topic but as it seems to be related do you have ant
thoughts on why this didn't fix night mode in my case? In case you
missed in in my previous post deleting the colour profiles fixed chrome
and image viewer but did not fix the night mode issue.

I have the same problem. I have an encryoted partition on extended
volume and I cannot manage it. gnome-disks does not work (shows free
space). Gparted does not suppport modifying encrypted disks.
