Ah, one more thing to notice, if starting in recovery mode from grub,
and then resuming the run, it was always working (with std vga too).
Thus this looks like a race in initializing the things that xorg needs
to initialize vbe driver

In addition to the above symptoms, I had "black screen" after switching
user but keyboard non-responsive.
I ssh'd from a different machine and could only find (in dmesg) "rfkill:
input handler disabled".
Switching to lightdm via "sudo dpkg-reconfigure lightdm" got switching
users to work.

I saw this today while testing a Cosmic live session without access to
the internet.
I see why this bug happens, if there is no internet connection then
indeed it can't download updates, but the error message is very ugly and
not especially helpful.

I have re-ran the failed autopkgtests for systemd for this upload. I
doubt that they're actually related, but on the i386 part I saw systemd-
fsckd failing that didn't fail recently for any other test-run. Just
want to confirm if maybe it was a completely one-off failure or not.
