I have the same problem. The Launch button disappeared in Ubuntu 20.04.
But it was presented in previous Ubuntu versions.
How could this be released? Looks like a showstopper bug. People install
apps, but can't launch them. Instead they should find installed apps in
the start menu.

It's not a laptop, it's a desktop with single monitor.

appear when any window is maximized.

This happens with snap-store version 20200414.ac9047f I tried to produce
it by restarting(real restart) snap-store, clicking the installed tab
first shows a loader icon at the center, and later shows nothing but a
white blank list.
