Also it is fairly common for some background jobs to still be running on
shutdown. The system waits up to 90 seconds for those to complete. To
see what they are you can usually press Escape.

oddly enough
shutdown works in terminal correctly.

Upstream bug was closed as gnome-system-log no longer developed.
gnome-utils is not included in any currently supported Ubuntu release.
