For me, all I have to do is set the panels to unexpanded, log out, then log back in. The bottom panel usually moves to the top, though I have seen it the other way around. It does it with the 'original panels as well as with newly created panels. This was an upgrade system and not a clean

I have gnome-power-management to set the screen idle never and it still goes off after 20 minutes. My fix was to go into xorg.conf and just comment out the DPMS line for the monitor. So at least, there's a workaround. Probably not acceptable for laptops though. -- monitor goes to standby
