This happen on a specific install, not reproductible on a new install.
-> Lock the screen from user 'oem'
-> click 'login as a different user'
-> Screen flickers but login screen never appear

IN our Setup script we do :
gsettings set org.gnome.nautilus.preferences executable-text-activation ask
So the user can decide if he wants to execute it .
This should be the default behaviour.

After a reboot GDM3 does not start anymore .
I could install lightdm and see that login to gnome ( Ubuntu session )
either on XOrg or wayland mode does not work as well.
I don't think any of my ppa can generate this problem.
XFCE works fine.
