What Utilities folder?
In my nine years of using Ubuntu and dabbling with other distributions
I've never seen any reference to "Utilities". I'm removing "100
Papercuts" as it's not a *trivial* procedure to introduce such
reorganisation in Ubuntu or indeed in any other Linux distribution. See

You mean the Utilities folder within GNOME Shell's Overview?
In which case I think the bug report should be logged against gnome-
shell and raised upstream.
