Upstream GNOME bug was closed "RESOLVED NOTABUG" as menu
entries were intentionally spread several menus. In new
interface, the rotate options are in the "View Options"
menu so now closing as fixed.

This bug report refers to the old evince interface.
As the new interface, which exists in all currently supported
Ubuntu versions, doesn't have a configurable toolbar I'm closing
this bug report as it is no longer valid.

Required functionality existed using options already available.
Unsure where options were on old interface but in the new
interface the options are displayed on the "View options" menu
and this meets the request of the reporter. Closing
