And check you screen-saver option. Make sure it is turned off as well
otherwise the screen will go blank after a certain amount of time.

I have let it sit for an hour now and there was no change to the
monitor. It seems like you have an isolated case. Like I said, just
make sure the screen saver is turned off.

Oh i see. Sorry about the misunderstanding. Are you sure that Xchat is
compatible with that feature? I know empath and pidgin are compatible
with the tray but I dont think Xchat is. I tried it over here as well
and like you said it can be put into the system tray area but it cannot
be hidden
Did you upgrade from ubuntu 10.04 to 10.10?

Make sure the box that says Enable system tray icon is checked. Now when you
close it you can have it minimize to system tray.
