This is either still not fixed or a new bug. I have the same issue on
Ubuntu Gutsy 64bit. Everything of mine is up to date, and noticed today

1. Under 'System Preferences Power Management' can you see an 'On Battery
Power' tab?
No, no On Battery Power tab shows.
2. Is there any suggestion of a problem in the '/var/log/acpid' file after a
fresh reboot? Search for the term

Strange new development. I was playing around with hibernate and sleep, and
after hibernating the computer then starting it back up, I once noticed it gave
me a notice that the battery was fully charged! So I pulled the plug, and now
it is recognizing my battery!
