No, that doesn't appear to be the issue. A message appears at the bottom of the screen with a red background saying that I can't install the .deb because it isn't free software. Same thing for applications that *may* have non-free software. It also doesn't list (what I assume to be) non-free

I'm not sure which update you'are talking about. Looks like this particular bug has been fixed as I can now install the Vivaldi browser via gnome-software, however it doesn't have a launch button after install? Not sure what's up with that. If your talking about not being able to find non-free
