You are correct -- bug 13265 deals with a quite, but not
this is indeed resolved by the fix in upstream

I can repeat this on Evo 2.11.92/E-D-S 1.11.92. I do not see any options
to show either an updated preview image when re-scaling, or even the
first preview after re-scaling.
Will look upstream.
