I have the same issue, also can't change Users/Groups, unlock button
grayed out.
Tried to run 'sudo gksu time-admin' and unlock button still grayed out.
Received the following:

in addition to above comment, I am running 8.04 on AMD64. Fresh install
from server addition, added desktop by apt-get install ubuntu-desktop

One last important detail I just noticed. The problem only occurs when I am
accessing machine via NX client. (running nx server on ubuntu server)
When accessing the machine directly, problem does not occur. But this is
going to be a headless server, so this will not be a long term solution.
